BIS FMCS Certification: Complete Guide for Foreign Manufacturers
India is a big market, and many factories from other countries want to sell their products here. But for many products, the Indian government asks for a quality approval first. This short guide explains the rules in very easy words. BIS FMCS Certification is a plan run by the Bureau of Indian Standards (BIS) for factories located outside India. BIS has been running it since the year 2000. When BIS is happy with your factory and your product, you can use the ISI mark and sell your product in India. Who needs it? You need it if your factory is outside India, your product is on the government’s compulsory list, and you want to sell it in India. An importer or trader cannot apply for you. The factory owner must apply. You must also appoint an Authorized Indian Representative (AIR), a person in India who talks to BIS on your behalf. Electronic and IT products follow a different BIS system. Many exporters look for BIS certification for foreign manufacturers when they get their first order from India. The steps are easy when you take them one by one: Choose the correct Indian Standard for your product. Appoint your AIR. Collect your documents. File the online application. BIS has made applications online-only from 1 June 2026. Reply to BIS questions quickly. Let BIS officers inspect your factory. Send samples for testing in a BIS-recognized lab in India. Receive your license. Keep these papers ready: company registration proof, factory address and layout, process flow chart, quality control manual, list of machines and testing equipment, raw material details, AIR authorization letter and product details. Time and cost depend on your product. The average time is about six months, and BIS sets a maximum of around 180 days. Costs include application and license fees, testing charges, a yearly marking fee, a bank guarantee of USD 10,000 and inspection costs. After approval, you receive a BIS FMCS License. It is first given for one to two years, and you must renew it before it ends. BIS may visit your factory again and test samples from your production.
