Mumbai’s real estate map is being redrawn again and this time, it’s happening through an official government-to-consultancy agreement rather than just speculation or news chatter. On August 7, 2026, the Mumbai Metropolitan Region Development Authority (MMRDA) signed a formal agreement with Singapore-based Surbana Jurong Infrastructure Pte. Ltd. to design the master plan for what’s being called “Mumbai 3.0” a proposed greenfield city spread across 323.44 square kilometers and 124 villages in the Panvel, Uran, and Pen talukas of Raigad district. The plan is due within 30 weeks and will define land use, mobility, and core infrastructure for what state officials are positioning as the region’s next major growth center.
